October 2021 Meeting Minutes

The regular monthly meeting of the Mayor and the Board of Commissioners was held on October 12, 2021 at the Stovall Town Hall at 6:00 pm Mayor Parrott present and presiding Board Members Present: Commissioner Dale Hughes, Commissioner Doug Lunsford Jr., Commissioner Carl Roberts, Commissioner Ricky Sneed, Commissioner Mike Williford Police Chief Present: Craig Williams Clerk Present: Sandra B. Williford Invocation: Commissioner Ricky Sneed began the meeting with an opening prayer Approval of Minutes: Commissioner Dale Hughes made a motion to approve and accept the September minutes as submitted. Commissioner Doug Lunsford Jr. seconded the motion. The motion carried unanimously. Police Report: Chief Craig Williams gave an activity report for the month. Activity was as follows: 411 miles of patrol 3 reports 2 citations Chief Williams reminded the Board about the Police Banquet on Oct. 26th. Water Report: Commissioner Lunsford reported an 18% loss in water for the month. Commissioner Lunsford stated he had ordered 12 more pumps costing 14,000.00 – 15,000.00. He stated he had not ordered high head pumps yet, which will cost approximately $3,500.00 each. Commissioner Williford suggested that he order 2. Commissioner Hughes suggested purchasing a flow meter to account for the water used during TTHM flushing. Tractor Quotes: Commissioner Lunsford presented the Board with 3 tractor quotes. Commissioner Mike Williford made a motion to purchase the John Deere for $36,968.00. There was no second. The motion died. Covid Funds: Commissioner Mike Williford summarized the 4 motions he made at September’s meeting. Reimburse the General Fund Reimburse the Water Fund Buy $25,000.00 in water/sewer equipment Repair roof on maintenance building He stated that all have been done, except the roof repair which will be completed this month. Large Trucks on Town Streets: Commissioner Hughes inquired about an ordinance prohibiting large trucks on town streets. It was decided that Mayor Parrott should request a copy of Oxford’s ordinance for review. Park News: Commissioner Sneed stated that he would like to plant a Christmas Holly at the park in honor of Ms. Boyd. He would like to place blocks around it with a sign. Commissioner Carl Roberts made a motion. Commissioner Dales Hughes seconded the motion. The motion carried unanimously. Commissioner Sneed stated he was getting prices on staining the sign and planting hollies around the gazebo. Fun Day: Commissioner Hughes stated he would like to plan a Stovall Fun Day for May 2022. Other Board Members stated they had no problem with that if a committee of volunteers could be formed. Comprehensive Plan for Zoning: Mayor Parrott shared a letter from Kerr-Tar Regional Council of Governments. The letter quoted a price of $3,500.00 to complete the Comp Plan for zoning in Stovall. Shredder: Mayor Parrott expressed a need for shredding of documents in the office. Mayor Parrott will bring prices for a shredder to the next meeting. Adjournment: There being no further business, Commissioner Williford made a motion to adjourn the meeting. Commissioner Hughes seconded the motion.
