The regular monthly meeting of the Mayor and the Board of Commissioners was held on April 08, 2025, at 6:00 p.m., at Town Hall, 107 Main Street, Stovall, North Carolina.

Mayor Williford called the meeting to order and started with the Pledge of Allegiance.
Invocation
Commissioner Sneed spoke an opening prayer.
Mayor’s Update
Mayor informed the board that he will be out of commission due to his upcoming surgery.
Police Report
Chief Williams gave an activity report for the Police Department for the months of March 11, 2025, to April 08, 2025. The activity was as follows:
• 343 Miles of Patrol
• 3 Reports
• 17 Citations
• 7 Warnings
• 0 Arrest
Water Report
Mayor Williford informed the board that Commissioner Lunsford was absent; therefore, no water report was available. Mayor Williford stated that the water system plans are waiting to be approved by Public
Water Services, and that he has signed the DOT permits. Administrator Parrott will contact engineers for a more defined timeline on the project.
Approval of Minutes
A motion was made by Commissioner Stovall and seconded by Commissioner Roberts to approve the March minutes. Motion carried unanimously.
Old Business
Civic Committee Update
Commissioner Stovall apprised the board regarding forthcoming events, notably the Stovall Harvest Festival – John Penn Celebration scheduled on October 25, 2025. He also indicated that he has been conducting the Civic Committee meetings on a bi-weekly basis.
New Business
Four-Way Stop
Mayor Williford mentioned to the board that NCDOT is having a meeting in May. He will attend the meeting and request the four-way stop at the intersection of Highway 15 and Main Street.
Park Usage
Mayor Williford informed the board that he was trying to reach out to Sonya Falls about the usage of the park, but could not get in touch with her. Mayor Williford mentioned that the park is a public use, no private events are allowed, and we need it in writing for the usage of the park.
Unpaved Streets
Mayor Williford mentioned to the board that the streets need to be worked on, such as Stovall Farm Road, the park parking lot, and Frazier Street, to put some gravel on the streets. The cost of the delivery is $100.00, and the cost of the gravel is from $2,300.00 to $ 2,500.00. Mayor Willford and the Board discussed receiving bids as policy states.
A motion was made by Commissioner Sneed and seconded by Commissioner Roberts to approve the application of gravel on Stovall Farm Road and Lewis Street. Motion carried unanimously.
Public Comment
Mayor Williford stated that no one had signed up for public comment.
Executive Session
Mayor Williford asked for a motion to go into Executive Session to discuss real estate and personnel Issues.
A motion to go into Executive Session was made by Commissioner Stovall and seconded by Commissioner Sneed. Motion carried unanimously.
A motion to come out of Executive Session was made by Commissioner Stovall and seconded by Commissioner Sneed. Voted unanimously.
During the Executive Session, the Board discussed the real estate and personnel Issues.
A motion to adjourn was made by Commissioner Stovall and seconded by Commissioner Sneed. Voted unanimously.
