The regular monthly meeting of the Mayor and the Board of Commissioners was held on August 12, 2025, at 6:00 p.m., at the Town Hall, 107 Main Street, Stovall, North Carolina.

 

Mayor Michael S. Williford present and presiding.

 

Board Members Present

Commissioner Lunsford, Commissioner Roberts, Commissioner Sneed, and Commissioner Stovall

 

Administrator Present

Janet Parrott

 

Police Chief Present

Craig Williams

 

Clerk Present

Ummala Rowley

 

Mayor Williford called the meeting to order and began with the Pledge of Allegiance.

 

Invocation

Commissioner Sneed spoke an opening prayer.

 

Mayor’s Update

Mayor Williford informed the board that the COG Annual Awards Banquet will be held on Thursday, September 25, 2025, at 6:30 p.m. at Miles Magnolia Event Center in Louisburg, NC. The cost is $30.00 per person, and RSVPs are due by September 8, 2025. Mayor Williford also informed the board that the Crime Stoppers Annual Awards Banquet is coming on Tuesday, October 21, 2025, at 6:00 p.m. at Pleasant Grove Baptist Church in Creedmoor, NC. Mayor Williford mentioned to the board that Commissioner/Mayor Pro Tem Stovall and he realized they would be out of town during the second week of October’s meeting, and canceled the town meeting for that month.

 

Police Report

Chief Williams gave an activity report for the Stovall Police Department for the month from July 08, 2025, to August 12, 2025.

 

Activity was as follows:

· 508 Miles of patrol

· 14 Citations

· 3 Reports

· 0 Arrest

· 5 Warnings

 

Water Report

Commissioner Lunsford presented the water report and stated that Oxford bills the town for 881,000 gallons, and Stovall bills customers for 587,040 gallons. The difference of 293,960 gallons, which comes out to a 33 percent loss, and there are no reports of the hydrant for the month.

 

Approval of Minutes

A motion was made by Commissioner Lunsford and seconded by Commissioner Stovall to approve the July 2025 minutes. Motion carried unanimously.

 

Old Business

2023-2024 Audit Report

Mayor Williford recognized Dale Place with May and Place, PA. Mr. Place reviewed the 2023-2024 audit with the board and employees.  He noted that the audit was satisfactory and no issues were identified, indicating a clean audit.

 

A motion was made by Commissioner Stovall and seconded by Commissioner Sneed to approve the 2003-2004 audit report. Motion carried unanimously.

 

Civic Committee Update

Commissioner Stovall informed the board that he would like to promote the town by utilizing Stovall labels, signs, and banners, as well as advertising items such as hoodies and T-shirts for the Stovall Harvest Festival – John Penn Celebration.

 

House Numbers

Commissioner Lunsford informed the board that the letters were sent out to the customers. Mayor Williford mentioned to Commissioner Lunsford that the letters were supposed to be sent out to the homeowners, not to the renters, and you can’t fine the renters.

 

New Business

 

2024-2025 Audit Contract

Administrator Parrott and the board discussed the two audit proposals that were enclosed in the packets. The two proposals were May and Place, PA, and Thompson, Price, Scott, Adams & Co., PA

The board discussed the CPA proposals. A motion was made by Commissioner Stovall and seconded by Commissioner Lunsford to approve contracting with May & Place, PA, for the 2024-2025 audit. Motion carried unanimously.

 

Roof Repair

Commissioner Lunsford informed the board that the town needs some repairs due to the leak at the door entrance and the ceiling in the back room. Mr. Williamson, from the cleaning crew, also mentioned to Commissioner Lunsford that the town has a termite problem. Williford stated that he would contact Smoot Roofing and a termite company.

 

Public Comment

Mayor Williford recognized Mr. Tremayne Clark, who introduced himself and informed the board that he had purchased land on Puckett Street and had junk along his property line, with missing stake markings on the property. Mayor Williford stated it is a civil matter, and the town cannot enforce it.

 

A motion to adjourn was made by Commissioner Stovall and seconded by Commissioner Sneed. Motion carried unanimously.
