The regular monthly meeting of the Mayor and the Board of Commissioners was held on December 5, 2023 at 6:00 p.m., Town Hall, 107 Main Street, Stovall, North Carolina.

Mayor Williford called the meeting to order and began with the pledge of Allegiance.

Mayor’s Update
Mayor Williford read the final election results.

Mayor Williford presented a plaque to Administrator Janet C. Parrott to recognize for her for 50 years of service for the Town. Mayor Williford stated that Administrator Janet C. Parrott is loyal and dedicated to her work for Stovall.
Police Report
Chief Williams gave an activity report for the Stovall Police Department for the month of November 14, 2023 to December 5, 2023. Activity was as follows:

· 5 Reports
· 0 Arrest
Chief Williams asked the Board to think about replacing the 2002 Crown Victoria. It has 118,000 miles, the lights are out dated, if the 2002 Crown Victoria breaks down and the 2010 Dodge Charger is in the shop for whatever reason, they won’t able to operate. Commissioner Stovall mentioned is there any leads to give the board. Chief Williams mentioned that the County has started going to leasing vehicles and maybe something the town could look into. Mayor Williford stated that he will bring it up on March 2024 budget meeting.
Water Report
Commissioner Lunsford gave the water report and stated that Oxford billed the town 1,161,000 gallons and Stovall billed the customers for 679,536 gallons. The direct difference being 481,464 gallons. There was a planned loss due to flushing for 297,230 gallons.
Approval of Minutes
A motion was made by Commissioner Roberts and seconded by Commissioner Sneed to approve the November 14, 2023 minutes. Motion carried unanimously.
General Fund Budget Amendments A motion was made by Commissioner Lunsford and seconded by Commissioner Roberts to approve the 23-24 General Fund budget with changes bringing the General Fund Budget to $343,848.00. Motion carried unanimously.
Sales of S10 Truck
Commissioner Lunsford mentioned selling the S10 truck and advertising it first week of January of 2024. Mayor Williford mentioned that the truck isn’t worth much and hasn’t been running for a while. Maybe the Town can sell as scrap metal or start bidding price of $300 - $850.
Swearing in of Commissioners
Angelina Cromer and Jeffrey Stovall were sworn in as Commissioners by Clerk Ummala Rowley.
Election of Mayor Protem
Mayor Williford stated there was a motion for Mayor Protem. Commissioner Lunsford mentioned Commissioner Stovall is highly spoken and nominated him for Mayor Protem and that the Commissioner should rotate their assignments to have experience same as Mayor Protem. A motion was made by Commissioner Lunsford and seconded by Commissioner Cromer. Motion carried unanimously.

Mayor Williford stated that the Commissioner assigned to as follows:

· Commissioner Sneed - Recreational/Police
· Commissioner Stovall - Zoning
· Commissioner Lunsford - Water/Sewer
· Commissioner Roberts - Budget
Recreational Projects
Commissioner Sneed reminded the board that the park will be closed on December 12, 2023 to December 27, 2023. Christmas in the Park is on December 16, 2023 form 5:00 p.m. to 7:00 p.m. Commissioner Stovall will dress up as Santa Claus. Commissioner Cromer stated to bring unwrapped toys to Stacy Adams, Social Worker, to be donated to the Department of Social Services in Granville County. Mayor Williford mentioned about the picnic table and the grills needed to be put together and try to find someone to help to put them up at park.
County Mini Grants
Mayor Williford stated the county Recreations grants is up to $25,000 and the project applications are due by January 2024 if anyone is interested to see him.
Purchase of Shirts
Mayor Williford stated the board should buy new shirts and polo shirts. Commissioner Stovall stated that is a great idea for the Stovall Commissioners to be identified to the public.
