The regular monthly meeting of the Mayor and the Board of Commissioners was held on February 10, 2026, at 6:00 p.m., at the Town Hall, 107 Main Street, Stovall, North Carolina.

Mayor Stovall called the meeting to order and began with the Pledge of Allegiance.
Invocation
Commissioner Sneed spoke an opening prayer.
Mayor’s Update
Mayor Stovall informed the board that on Wednesday, February 11th, at 9:15 a.m., there will be Coffee with the Mayor at the Senior Center. Afterward, he will leave to attend the Mayor’s Association Winter Meeting, which runs through Thursday, February 12th. On February 16th at 7:00 pm, he will present the Stovall State of the Union to the County Commissioners at their Annual Retreat. Mayor Stovall also mentioned that on Wednesday, February 18th, there will be a community prayer vigil at 6:30 p.m. at the Family Dollar in response to the tragedy that occurred on January 9th. Additionally, on February 26th and 27th, he will attend a two-day course titled "Essentials of Municipal Government" in Chapel Hill, at no cost to the town. He expressed his hope of returning with valuable ideas and knowledge to benefit the town. Mayor Stovall also shared that he is continuing negotiations with the County Commissioners and County Manager regarding the Stovall Law Enforcement Center. He is optimistic that a tentative agreement will be reached soon, possibly in March, which he may present to the board for consideration.
Mayor’s Coin
Mayor Stovall recognized Dale Hughes with the Mayor’s Coin.
Police Report
Chief Williams gave an activity report for the Stovall Police Department for the month from January 13, 2026, to February 10, 2026.
Activity was as follows:

· 0 Arrest
· 6 Warnings
Water Report
Commissioner Rivenbark presented the water report and stated that Oxford billed the town for 1,298,000 gallons of water, and Stovall bills customers for 723,636 gallons of water.
Approval Minutes
A motion was made by Commissioner Hughes and seconded by Commissioner Barker to approve the minutes of February 10, 2026. Motion carried unanimously.
Old Business
Mayor Stovall addressed the board, stating that there was no old business to address.
New Business
Flood Plan Agreement with Granville County
Mayor Stovall informed the board that part of the Tar River Hazard Mitigation Plan update requires environmental planners to have a copy of a flood ordinance or resolution from the Town to adopt the County’s ordinance. This is necessary so they can complete the National Flood Insurance Program (NFIP) compliance portion of the plan update.
A motion was made by Commissioner Rivenbark and seconded by Commissioner Barker to approve to adopt the Flood Plan Agreement. Motion carried unanimously.
Budget Amendment
A motion was made by Commissioner Rivenbark and seconded by Commissioner Hughes to approve and adopt the Budget Amendment as outlined by Budget Officer, Administrator Parrott. Motion carried unanimously.
Reinvestment of Idle Funds
Mayor Stovall requested that the board approve the finance officer, Administrator Parrott, to transfer the idle fund monies invested at LFL/Fidelity Bank to the North Carolina Capital Management Trust Fund, which meets the full approval from the NC Local Government Commission.
A motion was made by Commissioner Barker and seconded by Commissioner Rivenbark to approve to adopt of the Resolution to reinvest idle funds. Motion carried unanimously.
Street and Maintenance Items
A motion was made by Commissioner Barker and seconded by Commissioner Sneed to approve the purchase of Street and Maintenance items at set forth and requested by the Town’s general worker. Motion carried unanimously.
Public Comment
Mayor Stovall recognized Shandria Hunter, who introduced herself and informed the board about a water break on January 9, 2026. She mentioned speaking with 2-3 plumbers and stated that it is impossible for water to pass through the meter. She also noted that the meter stopped working, and the town replaced it with a new one. She requested that the Board review her situation per the Water Policy. Mayor Stovall requested that Mrs. Hunter provide the Board with everything they needed to consider the issue.
A motion to adjourn was made by Commissioner Hughes and seconded by Commissioner Barker. The motion was approved. Motion carried unanimously.
