June 2025 Minutes

The regular monthly meeting of the Mayor and the Board of Commissioners was held on June 10, 2025, at 6:00 p.m., at the Town Hall, 107 Main Street, Stovall, North Carolina.

Mayor Williford called the meeting to order and started the Pledge of Allegiance.

Invocation

Commissioner Sneed spoke an opening prayer.

A motion to go into the Budget Public Hearing was made by Commissioner Stovall and seconded by Commissioner Lunsford.

Comment

Mayor Williford recognized Mr. Allen Nelson, who asked several questions concerning the budget.

During the Public Hearing portion, Commissioner Sneed left unexcused.

A motion to come out of the Budget Public Hearing was made by Commissioner Stovall and seconded by Commissioner Lunsford.  Voted unanimously.

Police Report

Chief Williams gave an activity report for the Stovall Police Department for the month of May 13, 2025, to June 10, 2025.

Activity was as follows:

·         296 Miles of patrol

·         5 Citations

·         6 Reports

·         0 Arrest

·         0 Warnings

Water Report

Commissioner Lunsford presented the water report, stating that Oxford bills the town for 1,027,000 gallons, and Stovall bills the customers for 655,600 gallons. Additionally, the Bullock Fire Department used 6,000 gallons from the fire hydrant.

Approval of Minutes

A motion was made by Commissioner Lunsford and seconded by Commissioner Stovall to approve the May 2025 minutes.  Motion carried unanimously.

Old Business

Mayor Williford addressed the board, stating there was no old business to address.

New Business

2025-2026 Budget

A motion was made by Commissioner Lunsford and seconded by Commissioner Stovall to approve the 2025-2026 budget as submitted.  Motion carried unanimously.

A motion was made by Commissioner Lunsford and seconded by Commissioner Stovall to approve that the 2025-2026 tax rate remain the same as last year at .275.  Motion carried unanimously.

Town Street Issue

Mayor Williford informed the board that there is an issue on Dale Street, School Street, due to potholes, and on Robert Street due to drainage caused by the rain.

Budget Amendments 2024-2025

Mayor Williford announced to the board members that a continuous meeting will be held on June 26, 2025, at 5:30 p.m. at the Town Hall, 107 Main Street, Stovall, North Carolina.

Public Comment

Mayor Williford stated that no one had signed up for public comment.

Mayor Williford informed the board that we will have a continued meeting for the Budget Amendments 2024–2025 on June 26, 2025, at 5:30 p.m..

The Stovall Mayor and Board of Commissioners held a continuation meeting on June 26, 2025, at 5:30 p.m., at Town Hall, 107 Main Street, North Carolina.

Mayor Update

Mayor Williford announced that the regular meeting, originally scheduled for June 10, 2025, was continued tonight to discuss a Budget Amendment for the 2024-2025 fiscal year. Mayor Williford presented the budget. Mayor Williford informed the board that Commissioner Sneed had left, and it was an unexcused absence.

Budget Amendment 2024-2025

GENERAL FUND TOTAL REVENUES $378,584.00

WATER/SEWER TOTAL BUDGET - $289,727.00

A motion was made by Commissioner Lunsford and seconded by Commissioner Stovall to approve the budget.

There being no further business, Commissioner Stovall made a motion to adjourn, seconded by Commissioner Lunsford. Motion carried unanimously.
