The regular monthly meeting of the Mayor and the Board of Commissioners was held on May 13, 2025, at 6:00 p.m., at Town Hall, 107 Main Street, Stovall, North Carolina.

Mayor Williford called the meeting to order and started with the Pledge of Allegiance.

Invocation
Commissioner Sneed spoke an opening prayer.

Mayor’s Update
Mayor Williford acknowledged Sheriff Robert Fountain by welcoming him to the town meeting. He then informed the board that Granville County Public Schools invited the board to join them at the Celebration Honoring our Graduates. If you are interested, please see him.

Police Report
Chief Williams was absent, so there were no reports for the month from April 8, 2025, to May 13, 2025.

Water Report
Commissioner Lunsford informed the board that there are no water reports available. Mayor Williford mentioned to the board that the water grant is approved for Phases I and II. He also noted that the treatment plant was inspected and went well, and we are waiting for a letter.

Approval of Minutes
A motion was made by Commissioner Stovall and seconded by Commissioner Sneed to approve the April minutes. Motion carried unanimously. Â

Mayor Williford addressed the board, stating there was no old business to address.

Local Government Commission
Administrator Parrott informed the board that the CPS had not completed the 2024-2025 audit as required by North Carolina General Statutes due to a shortage in their staff. She will be in touch with the Local Government Commission, updating them with updates from the CPA firm as to when the audit will be submitted to the state.

Online Service Bill Payment
Commissioner Stovall informed the board that our customers can visit the website at stovallnc.org to pay their water bills online.

Police Pay for Fun Day
Commissioner Sneed informed the board that four officers will work at Stovall Fun Day on Saturday, May 17, 2025, from 10:00 a.m. to 6:00 p.m.

A motion was made by Commissioner Sneed and seconded by Commissioner Lunsford to approve police pay for the fun day. Motion carried unanimously.

Public Comment
Mayor Williford recognized Mrs. Susan Humphries, who introduced herself and informed the board that Puckett Street still has an issue with junk along its property line, most of which the renter had removed. She mentioned that Barbara Clerk’s son purchased the lot next to the renter and informed the board that he was trying to cut the grass, but the renter’s junk on the property line prevented him from doing so. She wondered if the town could address the issue. Mayor Williford recognized Lee Humphries, who introduced himself and informed the board that Puckett Street is missing stakes markings on the property line.  Mayor Williford stated it is a civil matter, and the town cannot enforce it.

Mayor Williford asked for a motion to go into Executive Session.

A motion to go into Executive Session was made by Commissioner Stovall and seconded by Commissioner Lunsford. Motion carried unanimously.Â

 A motion to come out of Executive Session was made by Commissioner Stovall and seconded by Commissioner Lunsford. Voted unanimously.
Â
During the Executive Session, the Board discussed the potential sales of property.Â
A motion to adjourn was made by Commissioner Stovall and seconded by Commissioner Lunsford. Voted unanimously.
