The regular monthly meeting of the Mayor and the Board of Commissioners was held on November 12, 2025, at 6:00 p.m., at the Town Hall, 107 Main Street, Stovall, North Carolina.

Mayor Williford called the meeting to order and began with the Pledge of Allegiance.
Invocation
Commissioner Sneed spoke an opening prayer.
Mayor’s Update
Mayor Williford informed the board that he and Commissioner Stovall met with the potential Developers and the possibilities of annexation. He also mentioned that Janet received an application for a zoning change for another developer. Mayor Williford informed the board that this topic is not on the agenda and will be addressed at the end of the meeting. Commissioner Stovall requested that a time-sensitive issue be addressed in Executive Session regarding town-owned property.
Police Report
Chief Williams gave an activity report for the Stovall Police Department for the month from October 07, 2025 to November 12, 2025.
Activity was as follows:
· 403 Miles of patrol
· 11 Citations
· 3 Reports
· 0 Arrest
· 4 Warnings
Water Report
Commissioner Lunsford presented the water report and stated that Oxford billed the town for 821,000 gallons, and Stovall billed customers for 587,309 gallons. The difference is 233,691 and a 28.4% loss. He also mentioned to the board that he had a community service to clean up the maintenance building.
Approval of Minutes
A motion was made by Commissioner Lunsford and seconded by Commissioner Stovall to approve the minutes of October 7, 2025. Motion carried unanimously.
Old Business
Grass Cutting Contract
Mayor Williford informed the board that the park mowing contract is year-round and doesn’t restart until April. He also mentioned that we should leave that decision to the new board members. Commissioner Roberts mentioned to Mayor Williford that was there any updates on the 4-way stop at US Highway 15 and Main Street. Mayor Williford mentioned that he hasn’t received any updates.
Civic Committee Update
Commissioner Stovall informed the board that the Harvest Festival went very well. He also wants to inform the board that he would like to recognize the committee and the volunteers for their help. He thanked Frank Timberlake, Tammy Hughes, and Glenn Hughes, who made significant donations to the Civic event.
New Business
Park Grill Usage
Commissioner Stovall informed the board that he appreciates Commissioner Lunsford for putting up the grill at the park. He would also like to inform the board of an update and change to the pavilion rental application regarding grill usage at the park. Commissioner Stovall is waiting for Chief Mote to get back with him about the usage of the grill at the park language.
Public Comment
Mayor Williford addressed the board, stating there was no public comment to address.
Executive Session
Mayor Williford informed the board that Commissioner Stovall requested an Executive Session and needs a motion to enter into Executive Session to discuss a time-sensitive issue regarding town-owned property.
A motion to go into Executive Session was made by Commissioner Stovall and seconded by Commissioner Lunsford. Motion carried unanimously.
A motion to come out of Executive Session was made by Commissioner Stovall and seconded by Commissioner Sneed. Motion approved unanimously.
During the Executive Session, the Board discussed a time-sensitive issue regarding town-owned property.
A motion to adjourn was made by Commissioner Lunsford and seconded by Commissioner Stovall. Motion carried unanimously.
