The regular monthly meeting of the Mayor and the Board of Commissioners was held on September 09, 2025, at 6:00 p.m., at the Town Hall, 107 Main Street, Stovall, North Carolina.

Mayor Williford called the meeting to order and began with the Pledge of Allegiance.

Commissioner Sneed spoke an opening prayer.
Â
Mayor’s Update
Mayor Williford informed the board that he will attend the COG Annual Awards Banquet on Thursday, September 25, 2025, at 6:30 p.m. at Miles Magnolia Event Center in Louisburg, NC. There will also be an open house and ribbon-cutting ceremony at the new North Granville Senior Center, located at 301 Oxford Street in Stovall, on Friday, September 26, 2025, from 2:00 p.m. to 4:00 p.m.

Police Report
Chief Williams gave an activity report for the Stovall Police Department for the month from August 12, 2025, to September 09, 2025.

Water Report
Commissioner Lunsford presented the water report and stated that Oxford bills the town for 1,128,000 gallons, and Stovall bills customers for 661,050 gallons. The difference of 466,950 gallons results in a 41 percent loss, and 17 percent loss during flushing. Commissioner Lunsford also mentioned there was a water break in Stovall on Friday, September 5, 2025. Mayor Williford informed the board that a customer reported a water issue involving discoloration.

Approval of Minutes
A motion was made by Commissioner Stovall and seconded by Commissioner Lunsford to approve the August 2025 minutes. Motion carried unanimously.

Water Grants Update
Mayor Williford informed the board that there will be a bid opening on Thursday, October 02, 2025, at 1:00 p.m. for the water grants.

Code of Ordinances
Commissioner Stovall informed the board that he had gone over the Town minutes for the past 50 years in an attempt to compile a Code of Ordinances for Stovall, but this was extremely difficult. He mentioned the Board previously voted to establish a Code of Ordinances for the Town, but none was ever passed, and it was unfinished business for Stovall. After discussing the idea with various sources, he drafted a Code of Ordinances, such as the general sections, conduct at meetings, and coding, etc. He
also mentioned that as part of the Code of Ordinances, the Town will look to hire a Code Enforcement Officer as a part-time position, which would take effect in July 2026. Mayor Williford appreciates Commissioner Stovall for working on the ordinances.

Flags on Main Street
Mayor Williford informed the board that we need to replace the flags and poles.

A motion was made by Commissioner Stovall and seconded by Commissioner Lunsford to approve the replacement of the flags and poles. Motion carried unanimously.
Â
Park Bathroom
Mayor Williford informed the board that the town didn’t winterize the park bathroom because the pipes had frozen. Starting on Monday, November 03, 2025, the park bathroom will be closed to winterize it.

October Meeting
Mayor Williford informed the board that the regular meeting scheduled for Tuesday, October 14, 2025, has been rescheduled. It will be held on Tuesday, October 07, 2025, at 6:00 p.m. at the Town Hall.

Public Comment
Mayor Williford recognized Mr. Chuck Taylor, who introduced himself and informed the board that there was a sewer issue causing an overflow and a water issue due to the brown water resulting from the water break on Friday, September 5th.

Executive Session
Â
Mayor Williford informed the board that Commissioner Stovall had requested a motion to enter into an Executive Session to discuss personnel issues.
Â
A motion to go into Executive Session was made by Commissioner Lunsford and seconded by Commissioner Stovall. Motion carried unanimously.

 A motion to come out of Executive Session was made by Commissioner Lunsford and seconded by Commissioner Stovall. Motion approved unanimously.
Â
During the Executive Session, the Board discussed personnel issues.

A motion was made by Commissioner Stovall and seconded by Commissioner Lunsford that the maintenance employee be raised to $18.75 per hour now, and then, in December, review the work requirements again, and if changes have been made, then increase the hourly rate to $20.50 per hour. Motion seconded by Commissioner Lunsford. Motion carried unanimously.

A motion to adjourn was made by Commissioner Stovall and seconded by Commissioner Lunsford. Motion approved. Motion carried unanimously.
