The regular monthly meeting of the Mayor and the Board of Commissioners was held on August 11, 2020 by Zoom at the Stovall Town Hall at 6:00 pm

Invocation: Commissioner Ricky Sneed began the meeting with an opening prayer
Approval of Minutes: Commissioner Dale Hughes requested that the July minutes be corrected. He stated he had not requested an audit on water rates, but had requested an audit on billing practices. With the correction being made, Commissioner Hughes made a motion to approve the July minutes. Commissioner Lunsford seconded the motion. The motion carried unanimously.
Police Report: Chief Craig Williams gave an activity report for the month. Police activity was as follows:

Chief Williams stated that there are trees and bushes at the intersection of Oxford St. and Gillis St. that block the view of traffic.
Water Report: Commissioner Lunsford reported an 8% water loss for the month. He expressed his appreciation for the help of Rural Water, employees of the Town, and the Board Members who helped identify and repair leaks. He stated that all fire hydrants had been greased and repaired.
Gazebo at Park: Commissioner Ricky Sneed stated that he had spoken to Herbert Ramsey and got a quote of $2500.00 to put the gazebo on concrete. Commissioner Sneed made a motion to hire Ramsey to do the job. Commissioner Carl Roberts seconded the motion. The motion carried unanimously.
Car Lot: Mayor Parrott stated that someone had inquired about putting a car lot beside Stovall Auto Care. After some discussion, the Board agreed they didn’t have any problems with it as long as zoning would allow it.
Covid 19 Agreement with County: Mayor Parrott presented the Board with a Subrecipient Agreement between Granville County and the Town of Stovall. This agreement states that federal funds not to exceed $11,552.00 will be allocated to the Town as reimbursement of expenditures incurred during the period that began on March 1, 2020 and ends on December 30, 2020. Commissioner Doug Lunsford Jr. made a motion to allow Mayor Parrott to sign the agreement on behalf of the Town. Commissioner Mike Williford seconded the motion. The motion carried unanimously.
Accepting Credit/Debit Cards as Payment: It was decided that accepting cards for payment would not benefit the Town with the additional fees.
Street Repairs: There was some discussion on which streets need to be repaired. It was agreed that Mayor Parrott will ask H.R. Ramsey and Holland Construction for quotes.
Payment for Zoom: Commissioner Dale Hughes asked to be reimbursed $14.99 per month for Zoom meetings as long as needed. Commissioner Doug Lunsford Jr. made a motion to reimburse Commissioner Hughes. Commissioner Mike Williford seconded the motion. The motion carried unanimously.
Sewer Pump Area at School: Commissioner Lunsford stated that Curtis Yancey had quoted him a price of $400.00 to cut and burn the weeds and trees in this area at the school. Commissioner Roberts made a motion to hire Curtis Yancey to clean the weeded area. Commissioner Ricky Sneed seconded the motion. The motion carried unanimously.
Need for Truck: Commissioner Lunsford explained that the Town truck had broken down again. He stated that he had checked with State Surplus Sales and had not found anything. He did find a Hammerhead R50 that would work for reading meters. Commissioner Carl Roberts made a motion to purchase the Hammerhead for $2500.00. Commissioner Ricky Sneed seconded the motion. The motion carried unanimously. It was decided that Mayor Parrott check with The Local Government Commission to find out what could be spent and whether the Town could finance a vehicle.
Adjournment: There being no further business, Commissioner Sneed made a motion to adjourn the meeting. Commissioner Williford seconded the motion. The motion carried unanimously.
