The regular monthly meeting of the Mayor and the Board of Commissioners was held on January 14, 2025, at 6:00 p.m., at Town Hall 107 Main Street, Stovall, North Carolina.

Mayor Pro Tem Stovall called the meeting to order and started with the Pledge of Allegiance.

Commissioner Sneed spoke an opening prayer.
Mayor’s Pro tem Update
The Mayor Pro Tem Stovall announced to the board that the County Commissioner Retreat will take place at the Expo Center on February 17, 2025, at 7:00 p.m. The meeting will discuss updates on matters concerning the town of Stovall and other municipalities in Granville County.
Police Report
Chief Williams gave an activity report for the Police Department for the month of December 10, 2024, to January 14, 2025. The activity was as follows:

Water Report
Commissioner Lunsford gave the water report and stated that Oxford billed the town for 687,000 gallons and Stovall billed the customers for 671,620 gallons. The loss of 15,380 gallons comes out to a 2 percent loss of water. It was 35 percent and down to 2 percent loss of water. Commissioner Lunsford informed the board that the issue with the fire hydrant was cut off on December 14, 2024. He notified the fire department that the fire hydrant is out of service due to a small leak caused by rust.
Approval Minutes
A motion was made by Commissioner Roberts and seconded by Commissioner Sneed, to approve the December 10, 2024 minutes. Motion carried unanimously.
Old Business
Update On The Christmas Event At The Park
Commissioner Sneed expressed gratitude to Mayor Pro Tem Stovall and his family for their participation and assistance in decorating the park. He also mentioned receiving a complaint about the park closing early at the Christmas Events.
Debit/Credit Card Machine
Mayor Pro Tem Stovall informed the board that since the Town approved First National Bank to be the third-party credit card processor. Mayor Pro Tem Stovall and Administrator Parrott submitted the application to First National Bank to begin the set-up process, which may take up to 30 days. Mayor Pro Tem Stovall informed the board that the Town should adopt a policy on credit and debit card usage. Mayor Pro Tem Stovall presented the following Credit and Debit Card Usage Policy for consideration of adopting:

A motion was made by Commissioner Lunsford and seconded by Commissioner Sneed to adopt the Debit/Credit Card Usage Policy for Service Bills. Motion carried unanimously.
New Business
Public Comment
Mayor Pro Tem Stovall recognized Mr. Lee Humphries, who introduced himself and informed the board about code enforcement regarding an issue with junk on their property line. Mr. Lee Humphries would like to know if the town can manage the situation on Puckett Street.
There being no further business, the meeting was adjourned on a motion by Commissioner Sneed and seconded by Commissioner Roberts. Motion carried unanimously.
Let's see how much progress Stovall will bring this year! We are looking forward to the ditch upgrades, and road expansions on certain streets that will allow traffic to flow smoothly.
