April 2022 Minutes

The regular monthly meeting of the Mayor and the Board of Commissioners was held on Aril 12, 2022 at the Stovall Town Hall at 6:00 pm

Town Administrator Present: Janet C. Parrott

Police Chief Present: Craig Williams

Clerk Present: Sandra Williford

Mayor Williford: Mayor Williford stated that the Town was reaching out to the Census Bureau to challenge the latest census numbers, but it’s not looking good. According to Mike Phelps, the new Senior Center is still in limbo. The Family Dollar Store building should be up in 8 weeks.

Consent Agenda

Approval of Minutes: Commissioner Carl Roberts made a motion to approve and accept the March 2022 regular meeting minutes and the special meeting minutes as submitted. Commissioner Ricky Sneed seconded the motion. The motion carried unanimously.

Police Report: Chief Craig Williams gave an activity report for the month. Activity was as follows:

· 350 miles of patrol

· 4 Reports

· 2 Citations

Chief Williams stated the Crime Stoppers golf tournament would take place on May 19th, and asked if the Board would like to sponsor a team at a cost of $200. Commissioner Carl Roberts made a motion that the Town sponsor a team for $200. Commissioner Ricky Sneed seconded the motion. The motion carried unanimously.

Water Report: Commissioner Lunsford reported an 8% loss for the month.

Old Business

Comprehensive Plan: Administrator Parrott reminded the Board of the second Comprehensive Public Meeting on April 21, 2022.

ARP Update: Administrator Parrott stated that she had been working with Diane Cox of the COG. ARP monies can be used as revenue replacement. She stated that a local government may expend ARP funds on a broad range of general government services under the Revenue Replacement allowable use category. There are two ways to proceed under this category; a unit may either elect to take the $10 million Standard Allowance or it may calculate actual revenue loss according to US Treasury’s formula. The Standard Allowance allows a local government to expend up to $10 million of its funds in the Revenue Replacement category without having to demonstrate any actual lost revenue. Commissioner Ricky Sneed made a motion that the Town declare the ARP funding, the total amount, to be classified as Revenue Replacement funds, and to amend the ARP budget ordinance to reflect this change. Commissioner Carl Roberts seconded the motion. The motion carried unanimously.

Contract with McGill & Associates: Mayor Williford reviewed the contract with McGill with the Board. He stated that the cost in the contract was in line with what the grant covered in engineering services, and he would be signing the contract as previously approved.

New Business

Cleaning of Park Bathroom: Commissioner Sneed stated that the Williamson’s were asking for an increase of $20 per week for cleaning the bathroom at the park. Commissioner Carl Roberts made a motion to increase the amount to $60 per cleaning seasonally April through October, and to include back pay of $80 for the previous month. Commissioner Sneed seconded the motion. The motion carried unanimously.

New Construction Sewer Plans: Mayor Williford suggested that an engineer be hired to design a set of plans for new construction equipment and sewer connections. Commissioner Lunsford agreed and made the motion. Commissioner Sneed seconded the motion. The motion carried unanimously.

Sale of Surplus Equipment: Commissioner Lunsford suggested that old equipment no longer being used should be sold. The following was mentioned: old tractor, 3 hitch mower, Craftsman mower, bush hog, 5 ft. road blade. He made a motion that the Town sell the equipment with a minimum sealed bid of $1,000 for the tractor. Commissioner Roberts seconded the motion. The motion carried unanimously.

Adjournment: There being no further business, Commissioner Roberts made a motion to adjourn the meeting. Commissioner Sneed seconded the motion. The motion carried unanimously.
