The regular monthly meeting of the Mayor and the Board of Commissioners was held on December 09, 2025, at 6:00 p.m., at the Old Senior Center, 318 US Hwy 15 S, Stovall, North Carolina.Â

Mayor Williford called the meeting to order and began with the Pledge of Allegiance.Â

Commissioner Sneed spoke an opening prayer.Â

Mayor’s UpdateÂ
Mayor Williford attended the County Recreation Greenway meeting, and that the county decided to dissolve the CRG, which Mayor Williford was the chairman of, which gave Stovall a seat on the County Recreation board. He reported that the county suspended the mini-grants for the immediate future and that they voted to recommend to the county board to eliminate the per capita funding sent to the municipalities.Â

Chief Williams gave an activity report for the Stovall Police Department for the month from November 12, 2025 to December 09, 2025. Â

Water ReportÂ
Commissioner Lunsford presented the water report and stated that Oxford bills the town for 906,000 gallons, and Stovall bills customers for 609,891 gallons. The difference of 296,109 gallons results in a 32.6 percent loss, and an 8 percent loss during the flushing process. Commissioner Lunsford also mentioned there was a water break in Stovall on Friday, September 5, 2025.  Â
Mayor Williford appreciates Commissioner Lunsford and the town employees who work on the water breaks. Â

Approval of MinutesÂ
A motion was made by Commissioner Stovall and seconded by Commissioner Lunsford to approve the minutes of December 09, 2025. Motion carried unanimously.Â

Old BusinessÂ
Â
City of Oxford Water LoanÂ
Mayor Williford informed the board that we discussed the loan from Oxford that we borrowed many years ago. He explained that when the waterline was installed, it had been paid off, and the payment was made right after the change in the fiscal year budget. He also mentioned that the Town of Stovall overpaid Oxford by $2,743.00, specifically for the repayment of a $3 loan. The town cannot keep this money; it will be refunded to the water bills and credited toward the customer’s water bill, around $16.96 once it is finalized with the auditors.   Â

GFL UpdateÂ
Commissioner Stovall informed the board that GFL in July 2025 had increased the garbage fee by 0.88 cents due to the CPI increase noted in the agreement with the Town.  Â
Rates to increase as follows:Â
0.88 per roll cart, from $18.35 to $19.23Â
0.66 cents per 2+ roll carts, from $13.20 to $13.86.Â

A motion was made by Commissioner Stovall and seconded by Commissioner Lunsford to approve the GFL increase. Motion carried unanimously.Â

Resolution of Tentative AwardÂ

A motion was made by Commissioner Lunsford and seconded by Commissioner Stovall to approve the Resolution of Tentative Award. Motion carried unanimously. Â

Outgoing Mayor’s CommentÂ
Â
Mayor Williford informed the town and the board that he appreciates serving with the town and its citizens for the past 18 years. Mayor Williford stated that he enjoyed working with all the employees, including Janet, Ummala, Chief Williams, fellow officers, James, Skinny, and everyone else. He also mentioned that he was glad to be retiring; at the same time, he said he would miss it, and it would take some time.Â

Mayor’s Comments to CommissionersÂ
Mayor Stovall recognized and thanked Commissioner Sneed, expressing his appreciation for his continued support for the town. He also congratulated and welcomed the new board members, Commissioners Barker, Hughes, and Rivenbark. Â

A motion was made by Commissioner Sneed and seconded by Commissioner Barker to approve theÂ
Resolution Authorizing Signatory Authority for Financial Transactions. Motion carried unanimously.Â

Closing Park for ChristmasÂ
Commissioner Sneed informed the board that the park will be closed from December 16, 2025, to December 31, 2025, for a holiday lights display.Â

A motion was made by Commissioner Sneed and seconded by Commissioner Rivenbark to approve closing the park from December 16, 2025, to December 31, 2025.Â
Condolence Card for Stovall FamilyÂ
Commissioner Barker informed the board members that they could sign the condolence card for the Stovall family.Â

Mayor’s CoinÂ
Mayor Stovall recognized Doug Lunsford, Carl Roberts, and Michael Williford for their dedication and support of the town, and we thank them for their efforts. Mayor Stovall presented each of them with a Stovall coin as a token of appreciation. Â

Public CommentÂ
Mayor Stovall addressed the board, stating that there were no public comments to address.Â

A motion to adjourn was made by Commissioner Rivernbark and seconded by Commissioner Hughes.Â
Motion carried unanimously. Â
