The regular meeting of the Mayor and Board of Commissioners took place at the Stovall Town Hall, 6:00 p.m. on February 14, 2023.
Mayor Michael S. Williford present and presiding.
Commissioners present: Doug Lunsford, Carl Roberts, Ricky Sneed and Jeff Stovall
Administrator Janet Parrott: Present
Chief Craig Williams: Absent
Clerk Sandra Williford: Absent
Present: Dale Place CPA with May and Place.
Mayor Williford called meeting to order and began with the Pledge of Allegiance.
Commissioner Sneed prayed an opening prayer.
Mayor’s Monthly Updates:
Mayor Williford reported to the board that the Granville County Board of Education had invited the board to attend the Career and Technical Education Reception on February 28, 2023 – 4:00 pm till 5:30 pm.
The Town has received a letter requesting acceptance from the Town for the $1.8 million grant for repairs to water system. He stated that Janet has made contact with the new engineer with McGill and Associates taking the position after Bill Roark retired. He also stated that the town was awaiting word on three grants, 2 for $200,000 (planning grants for water and sewer) and $7.8 million for distribution tank and system.
Mayor Williford reported that a developer interested in building a Senior Assisted Living Housing development has shown interest in Stovall. Mayor Williford stated that the Senior Center to be built in Stovall is an asset.
Mayor Williford stated he was contacted by Senator Bode inquiring what some of the needs were in Stovall. Mayor Williford talked to her about the need for street repairs and sidewalks.
Mayor Williford stated that the County at the February 6, 2023 approved money for surveying and design of the Senior Center.
Dale Place with May and Place accounting firm presented the audit report for the year 21-22. Mr. Place noted that there were no negative findings this fiscal year. He stated that if the Mayor and Board had any questions to please call him.
Consent agenda:

Water report- Commissioner Lunsford reported a 3 percent loss in water.
Minutes
A motion was made by Commissioner Stovall and 2nd by Roberts that the minutes of January regular meeting be approved as submitted. Motion carried unanimously.
Old Business:
Audit Report
A motion was made by Commissioner Stovall and 2nd by Commissioner Lunsford that the 21-22 year audit be approved as submitted. Motion carried unanimously.
Powell Bill Spending
Commissioner Stovall along with the board discussed conditions of some of the streets in Stovall.
Code Enforcement Agent
Mayor Williford stated that he had questions concerning the Code Enforcement Agent and needed to talk to Attorney Dutra and tabled matter until next meeting.
Budget Amendments
Administrator Parrott reviewed the budget amendments that the board had agreed on at the budget retreat. A motion was made by Commissioner Roberts and 2nd by Commissioner Sneed that the General Fund Budget be amended as submitted. Motion Carried Unanimously. A motion was made by Commissioner Lunsford and 2nd by Commissioner Stovall that the Water Fund Budget be amended as submitted. Motion Carried Unanimously. General Fund-$400,435.00. Water Fund $312.337.00
Clerk’s Resignation
Mayor Williford presented Sandra Williford’s resignation stating her last day would be March 10th, 2023.
A motion was made by Commissioner Roberts and 2nd by Commissioner Sneed that the board accept Sandra Williford’s resignation. Motion Carried Unanimously.
Chamber Banquet
Commissioner Lunsford reported that the Annual Chamber of Commerce Banquet will be held at the Vino in Stem on March 6th, 2023 at 6:30. Lunsford stated the price would be $60.00 per person attending.
Executive Session
To discuss hiring process of a Town Clerk/Collection and Utility Billing Specialist. A motion was made by Commissioner Stovall and 2nd by Commissioner Sneed that the board go into executive session. Motion Unanimously.
A motion was made by Commissioner Stovall and 2nd by Commissioner Roberts that the board go out of Executive Session. Motion Carried Unanimously.
There being no further business, meeting was adjourned on a motion by Commissioner Stovall and 2nd by Commissioner Sneed. Motion Carried.
