The regular monthly meeting of the Mayor and the Board of Commissioners was held on March 11, 2025, at 6:00 p.m., at Town Hall, 107 Main Street, Stovall, North Carolina.

Mayor Williford called the meeting to order and started with the Pledge of Allegiance.
Invocation
Commissioner Sneed spoke an opening prayer.
Mayor’s Update
Mayor Williford informed the board that Commissioner Stovall attended the County Retreat and met with the County Commissioners, the county manager, and representatives from other municipalities. It was a good evening, and the county did an excellent job organizing the event. Mayor Williford stated that Commissioner Stovall held his first Stovall Civic Committee meeting on February 27, 2025, which had a great turnout. The next meeting is scheduled for this Thursday, March 13th, 2025, at 6:00 p.m. here at the Town Hall. I encourage everyone to attend if they can; it promises to be a really good event. Mayor Williford spoke to Kathy May, who expressed that she expects to begin programming sometime by July at the new Stovall Senior Center.
Police Report
Chief Williams gave an activity report for the Police Department for the months of February 11, 2025, to March 11, 2025. The activity was as follows:
• 265 Miles of Patrol
• 3 Reports
• 5 Citations
• 6 Warnings
• 1 Arrest (Felony)
Commissioner Sneed mentioned to Chief Williams to increase patrolling and the importance of community safety as spring approaches.
Water Report
Commissioner Lunsford was absent, therefore, Mayor Williford presented the water report for the month. Oxford billed the town for 1,046,000 gallons, while the town billed its customers for 732,220 gallons. This resulted in a difference of 313,718 gallons, amounting to about a 30% loss. However, it was the month that they did flushing. It was 235,000 gallons estimated flushing, which would have brought the loss down much lower than that.
Approval of Minutes
A motion was made by Commissioner Stovall and seconded by Commissioner Sneed to approve the February 11, 2025, minutes. Motion carried unanimously.
Old Business
Mayor Williford addressed the board, stating that there was no old business to address.
New Business
General Budget/Water Fund Budget
Administrator Parrott reviewed the General Fund Budget with an amended proposal. A motion was made by Commissioner Stovall and seconded by Commissioner Sneed to approve the amended General Fund Budget. Motion carried unanimously.
A motion was made by Commissioner Stovall and seconded by Commissioner Roberts to approve the amended Water/Sewer Budget. Motion carried unanimously.
Crime Stoppers Donation
Mayor Williford informed the board that he received a letter from Crime Stoppers a few weeks ago requesting a $100 donation from Stovall. Commissioner Stovall added that Crime Stoppers is a great organization and mentioned that we attend their banquet and support their efforts.
A motion was made by Commissioner Stovall and seconded by Commissioner Sneed to approve donating $100.00 to Crime Stoppers.
Health Insurance
Mayor Williford informed the board that we received an email on February 24, 2025, from the North Carolina League of Municipalities Municipal Trust. Meaning, that they are stopping the medical insurance program as of June 30, 2025.
Public Comment
Mayor Williford recognized Latoya Reed, who introduced herself and informed the board that there are open plans for the old Senior Center building that the senior citizens are moving out of. She expressed her interest in occupying that space for her daycare, which she currently runs at home inside Stovall. Mayor Williford informed her that the board has not discussed this issue, and any matters related to land transactions or land use must be addressed in the executive session. Additionally, he reassured her that if the board chooses to take any action, it will be publicly announced.
Mayor Williford recognized Felicia Barker-Nelson, who introduced herself and announced that she is still doing the Farmer’s Market, she spoke with corporate extension and she also plans to participate in the Oxford community farmers market that she is organizing, but she will be in Stovall at least two days a week, where Mr. Timberlake on Highway 15 N has a lot. You will see a sign-up with a certified grower.
Executive Session
Mayor Williford asked for a motion to go into Executive Session to discuss selling Town Property/Personal.
A motion to go into Executive Session was made by Commissioner Stovall and seconded by Commissioner Roberts. Motion carried unanimously.
A motion to come out of Executive Session was made by Commissioner Sneed and seconded by Commissioner Stovall. Voted unanimously.
During the Executive Session, the Board discussed the sale and disposition of Town-owned property as well as issues surrounding Town employees.
A motion to adjourn was made by Commissioner Sneed and seconded by Commissioner Stovall. Voted unanimously.
