The regular monthly meeting of the Mayor and the Board of Commissioners was held on Zoom at the Stovall Town Hall on July 14, 2020 at 6:00 pm.

Invocation: Commissioner Ricky Sneed began the meeting with an opening prayer
Census Information: Kathy Dunton, a Partnership Specialist with the United States Census, answered questions and gave Census information via Zoom. August 11 – October 31, Census workers will doing non-response follow ups. They will knock on doors and offer support for those who have not filled out the Census. Workers will have a federal ID badge, a Census ID, a Census phone, and a Census computer.
Visual Blight/Antwon Rice: Antwon Rice, a Code Enforcement Officer for the City of Oxford, answered questions the Board had about the job of a Code Enforcement Officer. He stated that his success rate was 100%, but each case had different timing.
Approval of Minutes: Commissioner Dale Hughes asked that a correction be made to the June Minutes. The proposed Ordinance should say “If any person shall violate any provision of this section, it shall be the duty of the Code Enforcement to give notice, in writing, to the owner, lessee or occupant and owner”. With that correction being made, Commissioner Carl Roberts made a motion to accept and approve the June 2020 minutes. Commissioner Ricky Sneed seconded the motion. The motion carried unanimously.
Police Report: Chief Craig Williams gave an activity report for the police department for the month. Activity was as follows:

Water Report: Commissioner Doug Lunsford reported a 37 % percent water loss for the month. Commissioner Williford stated that the TTHM quarterly average was .0525.
Railroad St. N: Commissioner Lunsford stated he had contacted Jason Lee with DOT for suggestions on fixing Railroad St. N. He stated a retaining wall was needed. Commissioner Hughes made a motion to purchase and place big rocks for erosion control. Commissioner Mike Williford seconded the motion. The motion carried unanimously.
Railroad St. S: Commissioner Lunsford stated that the trees need to be cut back on Railroad St. S.. He asked that Mayor Parrott contact Holland Construction and Herbert Ramsey to get quotes for repairing and repaving the road and the replacement of ditch pipes.
Maintenance Building Roof Repair: Commissioner Lunsford reported that the maintenance building roof repair had been completed at the quoted price of $5,500.00.
Visual Blight Ordinance: Tabled due to Covid 19 meeting restrictions. A public hearing will be scheduled at a later date.
Rural Water Audit: Commissioner Hughes stated that he had requested an audit on the Town’s water billing practices with Rural Water. Commissioner Hughes made a motion to approve the audit. Commissioner Carl Roberts seconded the motion. The motion carried unanimously.
Grant/Covid 19: Tabled.
Recreation Funds/Park Opening: Mayor Parrott stated that the Town could receive 1,425.00 from the county for recreation. She will just need to provide a letter requesting the funds. Commissioner Dale Hughes made a motion to open the park with playground equipment taped off. Commissioner Williford seconded the motion. Commissioner Ricky Sneed voted against, Commissioner Roberts voted against, and Commissioner Lunsford voted against. With 3 votes against opening the park, the motion was defeated.
Car Lot: Mayor Parrott stated that someone had inquired about opening a used car lot on Hwy. 15. The Board agreed they had no problem with it as long as zoning permitted it.
Adjournment: There being no further business, Commissioner Williford made a motion to adjourn the meeting. Commissioner Hughes seconded the motion. The motion carried unanimously.
