2020 – 2021 Public Hearing
A public budget hearing open for written comments was held at the Stovall Town Hall on June 9, 2020 at 6:00 pm

Mayor Parrott called the meeting to order. She stated the meeting had been announced in the newspaper, but no public comments were received. A meeting to approve the budgets was scheduled for Wednesday June 10, at 7:00 pm.
Mayor Parrott closed the public hearing.
The regular monthly meeting of the Mayor and the Board of Commissioners was held on June 9, 2020 at the Stovall Town Hall

Invocation: Commissioner Ricky Sneed began the meeting with an opening prayer
Approval of Minutes: Commissioner Doug Lunsford Jr. pointed out a typographical error. With that error being corrected, he made a motion to accept and approve the May 2020 minutes. Commissioner Carl Roberts seconded the motion. The motion carried unanimously.
Police Report: Chief Craig Williams gave an activity report for the month. Police activity was as follows:

Chief Williams stated that Crime Stoppers would make a decision on July 28th whether to have the annual banquet.
Water Report: Commissioner Lunsford reported a 30.6 % loss for the month. Flushing for TTHM testing contributed to this loss. Also, Oxford read Stovall’s meter 5 days before Stovall read meters. He stated that Oxford does not lend out their water leak detection equipment. He stated Oxford didn’t even use it. They also get help from Rural Water 2 or 3 times a year to detect leaks.
Maintenance Building Roof Repair: Commissioner Lunsford reported that Mark Weary of Weary Construction had given a quote of $5,500.00 to include materials and labor to repair the roof. He stated the cost might increase if there is damage under the roof. The quote has been sent to Farm Bureau. The Town has a $1,000.00 deductible. Commissioner Lunsford made a motion to accept Weary’s quote with a recommendation to pay when the job is complete. Commissioner Williford seconded the motion. The motion carried unanimously.
County/Sidewalk Money: Mayor Parrott stated that the County had decided they needed the $10,000.00 unused funds they had given toward the sidewalk back. Commissioner Michael Williford made a motion to give the money back to the County. Commissioner Carl Roberts seconded the motion. The motion carried unanimously.
Visual Blight Ordinance: There was some discussion about the Visual Blight Ordinance that Commissioner Hughes is proposing. Commissioner Williford suggested that Mayor Parrott contact some potential Code Enforcement Officers and get estimates on what is involved and the cost to the Town. Commissioner Lunsford suggested a public hearing with the presence of potential Code Enforcement Officer. Commissioner Hughes asked if the Board agreed with how the ordinance is written. The Board wanted to add that any notifications sent to renters should also be sent to the property owners. With that being added, the Board unanimously agreed on the wording of the ordinance.
Continuation: Commissioner Michael Williford made a motion to continue the meeting on June 10, 2020 at 7:00 pm to vote on the 2020-2021 budget. Commissioner Dale Hughes seconded the motion. The motion carried unanimously.
