The regular monthly meeting of the Mayor and the Board of Commissioners was held on July 09, 2024, at 6:00 p.m., Town Hall 107 Main Street, Stovall, North Carolina.

Mayor Williford called the meeting to order and began with Pledge of Allegiance.
Invocation
Commissioner Sneed spoke an opening prayer.
Mayor’s Update
Mayor Williford mentioned to the board that if you notice the trucks in Stovall, they are starting to locate the services for the existing water main. Mayor Williford reminded to the board that we will have a continuation meeting and that we will continue the meeting until June 25, 2024 at 6:00 p.m. at the Town Hall. Mayor Willford stated that we are not going to adjourn this meeting.
Police Report
Chief Williams gave an activity report for the Police Department for the month of May 14, 2024 to June 11, 2024, 2024. Activity was as follow:

Commissioner Stovall asked Chief Williams how they are doing with the electronic filing and the software. Chief Williams mentioned that he did receive a phone call regarding the software but he wasn’t present. Chief Williams stated that he did speak to Barbara last week that she will send Chief Williams some information that is needed to proceed.
Water Report
Commissioner Lunsford gave the water report and stated that Oxford billed town for 801,000 gallons and Stovall billed the customer for 606,490 gallons of water. The loss of 194,910 gallons comes out to 23.8 percent loss of water. Some of this was attributed to and the usage at the fire hydrant of 6,000 gallons. Commissioner Lunsford mentioned there’s a leak at the fire hydrant on Dale Street and the plan is not to replace it at this time because the new water project will replace it at no cost.
Approval of Minutes
A motion was made by Commissioner Stovall and seconded by Commissioner Sneed to approve the May 14, 2024 minutes. Motion carried unanimously.
New Business
Street Damage Repair in Stovall
Commissioner Cromer mentioned to the board that the Town Of Stovall made the front page on the Oxford Ledger Newspaper about the issues of our streets. Commissioner Cromer mentioned that she is continuing to search for grants. Commissioner Cromer stated that we need to do more than a bandage on the streets. Commissioner Cromer mentioned that Keith Pettiford is ready to start as long it is approved to go forward. Mayor Williford asked if Commissioner Cromer had the list of the potholes for the streets and Commissioner Cromer stated yes and mentioned that Puckett Street has 30 potholes. Commissioner Stovall reminded to the board we have over $55,000.00 in the Powell Bill account. Commissioner Stovall mentioned that we have not spent any on the Powell Bill money this year and if we do not spend a certain percentage we might not be getting Powell Bill money in the foreseeable future. Commissioner Cromer stated that she has a bid in hand from Keith Pettiford Landscaping Maintenance to repair to all of the potholes in Stovall. Quotes as listed:

Commissioner Stovall ask had anyone worked with Keith Pettiford Landscaping Maintenance in the past. Mayor Williford stated that he had worked with Keith Pettiford Landscaping Maintenance such as landscaping, tearing the building down and cleaned the ditch up for the town but he did not know his experience for asphalt paving. Mayor Williford stated that town has always contracted with Herbert Ramsey and ST Wooten for paving the streets. Commissioner Stovall mentioned that he appreciates Commissioner Cromer putting her hard work on the quotes. Commissioner Stovall stated we need to spend the money or future funds could be held back from the state.
A motion was made by Commissioner Stovall and seconded by Commissioner Sneed to approve the quote on Street Repair summited by Keith Pettiford Landscaping Maintenance. Motion carried unanimously.
Sewer Plant Update
Commissioner Lunsford mentioned that we have not got pump number 2 running and synchronizing with the vacuum system on it. Breedlove Electric came out 2 ½ weeks ago and they tried to work on it and couldn’t get it running. Commissioner Lunsford contacted the company in Minnesota that sold HG Reynolds regarding the panel box and pump. They sent a diagram of the panel box and get in touch with Breedlove Electric. Commissioner Lunsford stated that Breedlove Electric took the panel box diagram to Henderson, North Carolina to get it analyzed to figure out what wrong. Breedlove Electric will contact Commissioner Lunsford within 1st of the week. Commissioner Lunsford contacted another electrician who had worked with the system in the past. Commissioner Lunsford mentioned if Breedlove Electric comes up with a solution and that they are unable to fix the panel box and Commissioner Lunsford stated that he would bring it to another Electrician. Mayor Williford asked Commissioner Lunsford is it property or electrical related. Commissioner Lunsford stated that it is electrical related its’ something to do with module in the panel box and they have tired another module that is supposedly the same but didn’t work.
Commissioner Lunsford reminded to the board there is a big leak at the fire hydrant on Dale Street right by John Bailey’s house that need to be fixed but Commissioner Lunsford decided to put that it on hold until we get a new fire hydrant. Commissioner Roberts asked how long it takes and what is the cost to replace a fire hydrant. Commissioner Lunsford stated that the cost of the fire hydrant cost is $10,000.00. The cost of the water loss won’t cost near as the fire hydrant. The new water project will replace it when they start up in a few months.
Creation of Civic Committee
Commissioner Stovall mentioned to the board that he drafted a proposed Resolution for the board to review. Commissioner Stovall mentioned that over the past several months he has been approached by individual people from in and out of Stovall. The people want to be part of Stovall events and Town events as well beautification of the town. Commissioner Stovall mentioned that it is a good idea that we should start promoting the projects for the Town Of Stovall to the public. Improvements could be made to downtown area and to make it look downtown. The proposed resolution is as follows:
A motion was made by Commissioner Stovall and seconded by Commissioner Roberts to approve the Resolution Establishing Civic Affairs Committee. Motion carried unanimously.
Adoption of Budget Committee Procedures
Commissioner Stovall mentioned the need for the board to have an established procedure regarding the preparation and submission of a budget to the board. The proposed resolution is as follows:
A motion was made by Commissioner Cromer and seconded by Commissioner Sneed to approve the Resolution Establishing Budget Officer and Procedures Regarding Preparation and Submission of Budget and Budget Message. Motion carried unanimously.
Public Hearing for the Budget
Commissioner Roberts informed the board that he will not be in town for the budget meeting.
Public Comment
Tonya Sneed mentioned to the board that she is appreciates fixing the water leak at 330 Owens Street and putting the new meter in. The new meter is working properly and she will be keeping up the records within next two months. Tonya Sneed mentioned to the board that Stovall is a small town, about 75 percent to 80 percent resident here are on fixed income. If the town raises the tax rate, how will the residents of Stovall pay their taxes when they can’t make a payment to pay their water bill?
Susan Humphries mentioned to the board speaking on the beautification in Stovall, one of the residents home looks like a junk yard and was wondering if there is ordinances or how the town would handle the situation. Susan Humphries stated that she will offer to help if needed.
A motion was made by Commissioner Stovall and seconded by Commissioner Lunsford and approved to continue the meeting on June 25, 2024 at 6:00 p.m. Motion carried unanimously.

Special Meeting June 24, 2024
A special meeting/workshop pertaining the 2024-2025 budget was held on June 24, 2024, at 6:00 p.m., at the Town Hall.

Mayor Pro tem Jeff Stovall called the meeting to order and announced there was a quorum for the meeting.
Mayor Pro tem Jeff Stovall stated that the purpose of the Special Meeting/Budget Workshop was to work a proposed budget that would get the board’s approval in order to pass for the 2024-2025 budget cycle. He stated that the present proposed budget would not pass as submitted by the Budget Officer.
The Budget for the fiscal year of 2024-2025 was reviewed and changes were made accordingly. A motion was made by Commissioner Cromer and seconded by Commissioner Sneed to make the amendments to the proposed budget for tomorrow’s meeting on June 25, 2024 at 6:00 p.m. A motion was made by Commissioner Cromer and seconded by Commissioner Sneed to approve the amendments to the proposed budget. Motion carried unanimously. Mayor Pro tem Stovall requested that the amended proposed budget immediately be made available to the public for review before the public hearing on June 25, 2024 at 6:00 p.m.
The special meeting was adjourned on a motion by Commissioner Cromer and second by Commissioner Sneed. Motion carried unanimously.
