March 2020 Meeting Minutes

The regular monthly meeting of the Mayor and the Board of Commissioners was held on March 10, 2020 at the Stovall Town Hall at 6:00 pm.

Mayor Janet C. Parrott present and presiding.

Board Members Present: Commissioner Carl Roberts, Commissioner Ricky Sneed, Commissioner Michael Williford

Members Absent: Commissioner Dale Hughes, Commissioner Doug Lunsford

Clerk Present: Sandra B. Williford

Police Chief Present: Craig Williams

Invocation: Commissioner Ricky Sneed began the meeting with an opening prayer

Approval of Minutes: Commissioner Ricky Sneed made a motion to approve the February 2020 minutes as submitted. Commissioner Carl Roberts seconded the motion. The motion carried unanimously.

Commissioner Williford stated that he could not dispute the minutes of the February meeting, because he was absent. He wanted to clarify that Mary Green had not been paid by the Town to clean the park bathroom. The Town had donated ½ of the money collected for park rent to the Northern Granville Recreation Committee to do with as they see fit. Ms. Green is not a Town employee.

Police Report: Chief Craig Williams gave an activity report for the month. Police Department activity was as follows:

• 234 miles of patrol

• 4 reports

• 4 citations

Commissioner Sneed asked that the officers patrol the park area regularly during the spring and summer months.

Water Report: Commissioner Williford stated that the Town had suffered a 46% loss for the month. He asked that the Mayor contact Rural Water about help in finding leaks.

Visual Blight Ordinance: Subject was tabled until all commissioners are present.

Park Bathroom: Commissioner Ricky Sneed asked that Mary Green be paid $100.00 to clean the park bathroom now before the park opens on April 1st. Commissioner Roberts made this a motion. Commissioner Sneed seconded the motion. Commissioner Williford voted nay to the motion stating that Ms. Green is not a Town employee, and therefore he is concerned about liability issues. The motion carried with 2 yea’s and 1 nay.

TTHM Test Results: Commissioner Williford stated that the TTHM testing results were .044, well under the acceptable limit of .080.

Adjournment: There being no further business, Commissioner Williford made a motion to adjourn the meeting. Commissioner Sneed seconded the motion. The motion carried unanimously.
