The regular monthly meeting of the Mayor and the Board of Commissioners was held on May 14, 2024, at 6:00 p.m., Town Hall 107 Main Street, Stovall, North Carolina.

Mayor Williford called the meeting to order and began with the Pledge of Allegiance.
Invocation
Commissioner Sneed spoke an opening prayer.
Mayor’s Update
Mayor Williford mentioned that McGill Associate’s confirmed that taking care of the water grants projects, we will be working with the new engineer name Bob Miller and the GWI main funding source is the two larger grants combine to Phase I and Phase II construction separately. Mayor Williford mentioned that on Puckett Street does not have turn around street for the school bus and mentioned to the board the Budget meeting will be held on May 28, 2024, at 6:00 p.m.
Police Report
Chief Williams was absent so there was no report for the month of April 09, 2024 to May 14, 2024.
Water Report
Commissioner Lunsford gave the water report and stated that Oxford billed town for 882,000 gallons and Stovall bill the customer for 743,800 gallons of water. The usage at the fire hydrant 2000 gallons comes out 15 percent loss of water.
Approval of Minutes
A motion was made by Commissioner Roberts and seconded by Commissioner Cromer to approve the April 09, 2024 minutes. Motion carried unanimously.
New Business
Audit Report
Administrator Parrott and board discussed the letter and email received from the North Carolina Local Government Commission concerning that the 2022-2023 audit has not been received. Parrott reported that the financial statements had been sent to CPA firm on October 2, 2023 by Dean Overby, W.L. Stark & Company. Board instructed Parrott to look into matter and do whatever necessary to get the situation resolved.
GFL Contract
Commissioner Stovall reminded the Board of the rate increase whereby the Town was not properly notified. He reported to the Board he looked at the Town's current contract and it was outdated. He spoke to GFL and obtained and negotiated a new contract whereby the rates and other provisions would stay the same, but that the Town would receive adequate notice of any proposed rate increase as well as a cap on rate increases, which the old contract did not have. A motion was made by Commissioner Lunsford and seconded by Commissioner Roberts to approve the new GFL contract. Motion carried unanimously.
Public Comment
Mayor Williford recognized Mr. Herbert Oakley. Mr. Oakley stated his name and stated he lives at 100 Elm Street in Stovall. He talked about that the area should be cleaned and there was heavy, unusual traffic on that street.
Tonya Sneed stated her name and stated she lives at 330 Owens Street in Stovall. Ms. Sneed mentioned to the board that she appreciated that the town personnel cleaned out the ditch on Owen Street. She mentioned that the water meter is filled up with water and crawfish. She mentioned that her daughter scooped eight cups of water and was wondering how that it is possible to read the meter. The town employee mentioned that there are no signs of leakage according to town personnel.
There being no further business, the meeting was adjourned on a motion by Commissioner Lunsford and seconded by Commissioner Sneed. Motion carried unanimously.
