October 2022 Minutes

The regular monthly meeting of the Mayor and the Board of Commissioners was held on October 11, 2022 at the Stovall Town Hall at 6:00 pm

Board Members Present: Commissioner Doug Lunsford, Commissioner Carl Roberts, Commissioner Ricky Sneed, Commissioner Jeff Stovall

Administrator Present: Janet C. Parrott

Police Chief Present: Craig Williams

Clerk Present: Sandra B. Williford

Call to Order: Mayor Williford called the meeting to order and began with the Pledge of Allegiance.

Invocation: Commissioner Sneed spoke an opening prayer.

Mayor’s Update: Mayor Williford reported that he had attended the Human Relations Meeting and was received well, and they seemed interested in projects going on in Stovall. He reminded the Board of the Crime Stoppers’ Banquet to be held on October 25 at 6:30 pm.

Approval of Minutes: Commissioner Lunsford made a motion to accept and approve the September 2022 minutes as submitted. Commissioner Stovall seconded the motion. The motion carried unanimously.

Water Report: Commissioner Lunsford reported a 15.4% loss for the month. He stated there are 3 small leaks that need repair. The water tap for 305 Main St. has been completed.

Police Report: Chief Williams gave an activity report for the police department. Activity was as follows:

· 280 miles of patrol

· 5 reports

· 2 citations

Grant Update: Mayor Williford reported that the 1.8 million grant is in the engineering phase, and should be ready for construction bids in early spring. Applications for $200,000 water and sewer grants have been signed. Also, another grant through the Division of Water Quality in the amount of $7,859,240 has been applied for.

Maintenance Truck: A 2023 Ford F150 has been ordered through State surplus for a cost of $32,486.68. It should be here in late March.

Planning Board Alternate: Commissioner Stovall asked that the responsibility of the appointment of an alternate member for the Planning Board go back to Mayor Williford. Mayor Williford accepted.

Steve’s Hayes/Retirement Dinner: Commissioner Lunsford made a motion that the Town hold a retirement dinner for Sergeant Steve Hayes of the Stovall Police Department. Commissioner Sneed seconded the motion. The motion carried unanimously.

Ditch Clean Out: Commissioner Stovall explained some equipment and tools that could be a low cost viable solution for cleaning out clogged drain pipes. The Board agreed. Administrator Parrott confirmed that costs for labor will be covered by Powell Bill money.

ARP Resolution: Commissioner Stovall presented the Board with an edited version of the Policy for Allowable Costs and Cost Principles for Expenditure of American Rescue Plan Act Coronavirus State and Local Fiscal Recovery Funds. Commissioner Stovall made a motion to approve and accept the resolution. Commissioner Lunsford seconded the motion. The motion carried unanimously.

Budget Approval: The budget was reviewed. Commissioner Roberts made a motion to accept and approve the budget as submitted. Commissioner Sneed seconded the motion. The motion carried unanimously.

Busses on Puckett St.: Administrator Parrott stated that residents on Puckett St. are requesting help with getting school a place to turn around. It was decided that the issue is between residents and the Board of Education. Commissioner Lunsford stated he would consider options.

Upcoming Events: Commissioner Stovall reminded the Board of the Fall Fest at the Fire Department and Halloween at the Park.

Voting Rules and Procedures for Board Members: Mayor Williford cited General Statute 168-75, that states all city and county commissioners are obligated to vote in matters with the exception of matters where there is a question of financial gain for a commissioner.

Commissioner Assignments: Mayor Williford appointed Commissioner Sneed to Recreation and Police, and Commissioner Stovall to Cemetery, Streets and Sidewalks. Commissioner Lunsford will continue with Water and Sewer.

Adjournment: There being no further business, Commissioner Lunsford made a motion to adjourn the meeting. Commissioner Sneed seconded the motion. The motion carried unanimously.
