The regular monthly meeting of the Mayor and the Board of Commissioners was held on October 08, 2024, at 6:00 p.m., Town Hall 107 Main Street, Stovall, North Carolina.

Pro Tem Mayor Stovall called the meeting to order and began with the Pledge of Allegiance.

Commissioner Sneed spoke an opening prayer.
Mayor’s Pro Tem Update
Mayor Pro Tem Stovall stated to the board that there is are many events in Stovall coming up on October 26, 2024 which are: Halloween at the Park on Saturday, October 26, 2024 at 6:00 p.m. to 8:30p.m. hosted by the Northern Granville Recreation Committee, the Stovall Volunteer Fire Department’s Fall Fest is from 10:00 a.m. to 4:00 p.m. and Stovall Methodist Church is also having their Truck or Treat on that day. Mayor Pro Tem Stovall mentioned that he hosted the Kindergarten classes from Stovall Shaw Elementary School during their tour of Stovall and they enjoy their time at the Town Hall. Mayor Pro Tem Stovall stated that Joe Stallings, the County’s Economic Director is hosting a Triangle Community Coalition meeting of developers on Friday, October 18, 2024 at 10:00 a.m. at Oxford Library which he will attend on behalf of the Town.
Police Report
Chief Williams gave an activity report for the Police Department for the month of September 10, 2024 to October 08, 2024. Activity was as follow:

• 3 Reports
• 14 Citations
• 2 Warnings
• 1 Arrest
Chief Williams stated to the board about the police car concerns they are in the process working on the installments due to short of staffs. Chief Williams mentioned to the board that the Crime Stopper Banquet is on Tuesday, October 22, 2024 at 6:30 p.m. and a table has been reserved.
Water Report
Commissioner Lunsford gave the water report and stated that Oxford billed the town for 947,000 gallons and Stovall billed the customers for 591,914 gallons. The loss of 355,086 gallons comes out to 37 percent loss of water because it was attributed to the usage of the fire hydrant of 5,000 gallons and on Dale Street there is unknown small leaks coming from bottom to the top.
Approval Minutes
A motion was made by Commissioner Lunsford and seconded by Commissioner Roberts to approve the August 13, 2024 meeting. Motion carried unanimously.
New Business
Local Water Supply Plan
Administrator Parrott reviewed the 2023 Local Water Supply Plan with board. After a review, Commissioner Sneed made the motion to approve the following resolution approving the 2023 Local Water Supply Plan as submitted. Motion 2nd by Commissioner Lunsford. Motion carried unanimously.
Park Closing For Halloween
Commissioner Sneed mentioned to the board that the park will be closing on October 23, 2024 to October 27, 2024 for Halloween on Saturday, October 26, 2024 at 6:00p.m to 8:30p.m.
A motion was made by Commissioner Sneed and seconded by Commissioner Roberts that the town approve closing the park on the above dates. Motion carried unanimously.
Public Comment
Mayor Pro Tem Stovall recognized Mr. Allen Nelson. Allen Nelson stated his name and mentioned to the board members that the Board should increase the Police budget do to these reason as listed:
· New neighbors
· Teenager trash passing at the park at night
· Chief or Police Officers patrol some nights
There being no further business, meeting was adjourned on a motion by Commissioner Lunsford and second by Commissioner Sneed. Motion carried unanimously.
