The regular monthly meeting of the Mayor and the Board of Commissioners was held on July 11, 2023, at the Stovall Town Hall at 6:00 pm.

Mayor Williford called the meeting to order and began with the Pledge of Allegiance.
Invocation:
Commissioner Sneed spoke an opening prayer.
Mayor’s Update:
Mayor Williford stated that the zoning hearing for changes recommended by planning board will be held at the August meeting. As for the water grants, all the extensions has been filed and everything is on schedule with the new timetable. The Underground Dirt LLC has dismissed their appeal filed for the zoning that Administrator Parrott denied. A letter was sent out to them explaining the permitted use of RA usage and guidelines with the understanding that the town has the right to inspection of the property as deemed by the town. The board of adjustment meeting will be canceled on Thursday, July 13, 2023 due to the fact the appeal has been dismissed. Granville County Commissioner Rob Williford was recognized by Mayor Michael Williford. Commissioner Rob Williford introduced himself to the Board and spoke about the new Senior Center that the County will be building in Stovall. The Granville County Commissioners, Kathy May and the architect have the preliminary drawing. They did the measurements and it went over budget and according to the square footage. The County will continue to work on this project.
Police Report:
Chief Williams gave an activity report for the Police Department for the month. Activity was as follows:
• 402 miles of patrol
• 4 reports
• 12 citations
• 0 arrest
Commissioner Sneed reminded Chief Williams to continue to ride by the park.
Water Report:
Commissioner Doug Lunsford gave the water report and stated that Oxford bill town for 1,141,000 gallons and Stovall bill the customer for 700,239 gallons of water.
Approval of Minutes:
A motion was made by Commissioner Lunsford and seconded by Commissioner Sneed to approve the June 2023 minutes. Motion carried unanimously.
Approval of Engineering Services (Task No.1)
A motion was made by Commissioner Lunsford and seconded by Commissioner Sneed to approve Task Order No. 1 stated below. Motion carried unanimously.
TASK ORDER NO. 1
This TASK ORDER NO. 1 dated the __________, day of ______ 20___, is a supplement to the
MASTER SERVICES AGREEMENT between the Town of Stovall, North Carolina, dated June 19, 2023, hereinafter referred to as OWNER and McGill Associates, P.A., hereinafter referred to as “ENGINEER”. The purpose of this Task Order is to authorize the ENGINEER to provide services for the “PROJECT” entitled: Sewer System Asset Inventory and Assessment
SECTION 1 - PROJECT DESCRIPTION:
The project can generally be described as:
Engineering services to assist the OWNER with completion of the Town’s Sewer System Asset
Inventory and Assessment.
SECTION 2 - SCOPE OF SERVICES:
The Engineer shall provide all professional services (the “Services”) for the Project including, performance of the following:
1. Preliminary Work and Site Visit 2. Sewer System Asset Inventory (field mapping and GIS) 3. Sewer Asset Assessment and Scoring 4. Sewer Capital Improvements Plan 5. Sewer Asset Management Plan
SECTION 3 – COMPENSATION
The Owner shall pay the Engineer for services outlined in Task Order No. 1 the following Not to Exceed and/or Lump Sum amounts:
Preliminary Work and Site Visit: $25,000
Sewer System Asset Inventory: $80,000
Sewer Asset Assessment and Scoring: $60,000
Sewer Capital Improvements Plan: $15,000 Sewer Asset Management Plan: $20,000
SECTION 4 - MISCELLANEOUS
Except as otherwise provided herein, this Task Order supersedes all prior written or oral understanding of the parties, as to this task, and may only be changed by a written amendment executed by both parties.
SECTION 5 – AUTHORIZATION TO PROCEED
IN WITNESS WHEREOF, and as AUTHORIZATION TO PROCEED the parties execute below this Task Order No. 1 in duplicate originals:

A motion was made by Commissioner Stovall and seconded by Commissioner Lunsford that the following resolution be approved as stated. Motion carried unanimously.
Resolution
WHEREAS, the Town of Stovall has received an earmark for the American Rescue Plan (APR) funded from the State Fiscal Recovery Fund established in S.L. 2022-74 to assist eligible units of government with meeting their water/wastewater infrastructure needs, and
WHEREAS, the North Carolina Department of Environmental Quality has offered America Rescue Plan (APR) funding in the amount of $7,859,240 to perform work detailed in the summited application, and
WHEREAS, the town of Stovall intends to perform said project in accordance with the agreed scope of work,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONER OF THE TOWN OF STOVALL:
The Town of Stovall does hereby accept the American Rescue Plan Grant offers of $7,859,240.
That the town of Stovall does hereby give assurances to the North Carolina Department of Environmental Quality that any Conditions or Assurances contained in the Award Offer will be adhered to,
That Michael S. Williford, Mayor, and successors so titled, is hereby authorized and directed to furnish such information as the appropriate State Agency may request on connection with this project; to make the assurances as contained above; and to execute such other documents as may be required by the division of Water Infrastructure.

There be no further business, meeting was adjourned on a motion by Commissioner Stovall and seconded by Commissioner Lunsford. Meeting adjourned unanimously.
