The regular monthly meeting of the Mayor and the Board of Commissioners was held on November 14, 2023 at 5:30 p.m., Town Hall, 107 Main Street, Stovall, North Carolina.

Mayor Williford called the meeting to order and began with the Pledge of Allegiance.
Invocation
Commissioner Sneed spoke an opening prayer.
Mayor’s update
Mayor Williford congratulated to the three Commissioners that won the election, Commissioner Sneed, Commissioner Stovall and our new Commissioner Cromer. Mayor Williford reminded the board of the regular meeting has been moved to December 5, 2023 at 6:00 p.m. and the newly elected Commissioners will be sworn in at that time.
Police Report
Chief Williams was absent so there was no report for the month of October 10, 2023 to November 14, 2023.
Water Report
Commissioner Doug Lunsford gave the water report and stated that Oxford billed the Town 722,000 gallons and Stovall billed the customers for 637,603 gallons. The difference being 84,397gallons.
Approval of Minutes
A motion was made by Commissioner Lunsford and seconded by Commissioner Stovall to approve the October 10, 2023 minutes. Motion carried unanimously.
New Business
WATER/SEWER BUDGET AMENDMENT
A motion was made by Commissioner Stovall and seconded by Commissioner Sneed to approve that Water/Sewer Budget Amendment as submitted. Motion carried unanimously.
GENERAL BUDGET AMENDMENT
The General Budget Amendment will be presented at the December 5, 2023 meeting for review and approval.
TASK ORDER NO. 3 ENGINEERING SERVICES FOR PHASE II WATER GRANT
A motion was made by Commissioner Lunsford and seconded by Commissioner Roberts to approve Task Order NO. 3, Engineering Services for Phase II Water Grant as submitted. Motion carried unanimously.
STREET SIGNS
Commissioner Stovall mentioned to the board that he submitted a request to the County for repair of the damaged Gillis Street sign, which they agreed to replace. Ms. Sandy Woody with Granville County Addressing/GIS informed Commissioner Stovall that the county will be replacing the street signs within Stovall city limits by the end of 2023.
PUBLIC COMMENT
Commissioner Sneed mentioned closing the park to put up Christmas decorations for “Christmas in the Park”. There will be Christmas caroling, Santa and a Food Truck. “Christmas in the Park” will be December 16, 2023 from 5 p.m. – 7 p.m. at the Stovall Town Park. December 17, 2023 is the rain date. A motion was made by Commissioner Roberts and seconded by Commissioner Stovall to approve the closing of the park on Tuesday, December 12th with it reopening Wednesday, December 27th. Motion carried unanimously.
There being no further business, a motion was made by Commissioner Sneed and seconded by Commissioner Lunsford to adjourn.
